The initial phase of this unprecedented spending spree will materialize in the form of Project Camellia, a colossal $20 billion data center complex located in Georgia. This expansive development, spanning 1,400 acres northwest of Savannah, is designed to draw a substantial 3.2 gigawatts of power from Georgia Power, the regional energy provider. The necessary generating capacity for this undertaking is expected to become operational between 2028 and 2032, marking a significant infrastructural shift for the region.

OpenAI has committed to covering all infrastructure and electric service expenses for this new data center. This commitment is particularly notable in light of a rule adopted by the Georgia Public Service Commission last year, which prohibits utilities from passing on costs associated with new customers consuming over 100 megawatts. This strategic move ensures that the local populace will not bear the financial burden of OpenAI’s massive energy demands. Furthermore, Georgia Power has indicated that OpenAI will implement measures to reduce its power consumption by up to 1 gigawatt during peak demand periods on the grid, demonstrating a degree of responsiveness to energy conservation.

Effingham County is providing a significant incentive for Project Camellia, granting OpenAI a 50% abatement on property taxes for 15 years. This tax benefit underscores the economic impact and importance of such a large-scale development to the local community. Both OpenAI and Georgia Power have yet to disclose specific details regarding how Project Camellia will be powered. However, regulatory documents filed by Georgia Power offer some insight, revealing that the utility received approval in December to generate an additional 9,885 megawatts. Georgia Power anticipates that all of this capacity will be contracted by the close of 2026, with the OpenAI deal accounting for approximately one-third of this new capacity.

Based on filings by Georgia Power with the Public Service Commission, the majority of this new power capacity is slated to originate from natural gas sources. The utility intends to either construct new facilities or procure power from third parties, adding about 5.8 gigawatts of natural gas generating capacity. Notably, a quarter of this will come from less environmentally friendly simple-cycle turbines, effectively more than doubling Georgia Power's current natural gas fleet. The remaining power will be supplied through grid-scale batteries and solar energy solutions. While electricity is expected to flow to Project Camellia by 2028, OpenAI has not yet provided a timeline for when its initial GPUs will become active. The company recently hired Brett Mayo, formerly of xAI, to lead its data center construction efforts, potentially accelerating the project's timeline. Mayo's previous experience includes overseeing the Colossus data center in Memphis, a project that, despite its rapid construction, has faced allegations of impacting local air quality due to the operation of numerous unpermitted natural gas turbines.

The expansion of OpenAI’s infrastructure represents a substantial financial and environmental undertaking.
