A New Era of Tariff-Free Trade Between Hong Kong and Peru
The free trade agreement between Hong Kong and Peru is poised to commence on September 1, marking a new chapter in economic relations. This landmark deal will eliminate import duties on a substantial 98.3% of tariff lines for goods exported from Hong Kong. This sweeping reduction in tariffs is expected to significantly enhance the competitiveness of Hong Kong products in the Peruvian market.
Immediate and Gradual Tariff Reductions
Upon the agreement's activation, 91.3% of all tariff lines will immediately become duty-free. The remaining 7% of tariffs will be systematically phased out over a designated period, ensuring a smooth transition for businesses. Expanded Opportunities for Service Providers
Service providers from Hong Kong will gain unparalleled access to over 150 sectors within Peru. National Treatment for Hong Kong Investors
Under the terms of the free trade agreement, Peru will grant national treatment to Hong Kong investors in specifically outlined areas. This provision ensures that Hong Kong investors will be treated no less favorably than Peruvian investors, fostering a secure and attractive environment for foreign direct investment.
Future Investment Protection: Awaiting Formal Ratification
Both Hong Kong and Peru are also moving towards signing an Investment Promotion and Protection Agreement. This additional accord, which will come into effect once internal procedures are finalized by both parties, will further safeguard and encourage cross-border investments, reinforcing long-term economic stability.

Algernon Yau, the Secretary for Commerce and Economic Development, highlighted the agreement's potential to serve as a vital platform for traders and investors. This agreement marks Hong Kong's second free trade pact with a Latin American nation, underscoring its commitment to diversifying and strengthening its international trade relationships. To date, Hong Kong has successfully concluded nine free trade agreements, collectively covering 21 economies worldwide, solidifying its role as a global trading hu
